Question : Allocation of Funds to TN

(a) the quantum of funds released for Tamil Nadu including Madurai district during the last three years for construction of shelter homes for homeless people and names of the schemes under which these funds have been released, district-wise;

(b) whether the Government has set any targets for the above schemes andif so, the targets set during the last three years and the extent to which those targets have been achieved, the details thereof, year-wise; and

(c) whether the shelters meant for homeless people are being upgraded and if so, the details thereof?

Answer given by the minister


(a): Ministry of Housing & Urban Affairs is administering ‘Shelter for Urban Homeless (SUH)’ under Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM), through respective States/UTs. Itfocuses on providing permanent shelters equipped with basic facilities to the urban homeless.

DAY-NULM is a Centrally Sponsored Scheme under which, for Tamil Nadu, 60% of funds are provided by the central


government in a consolidated manner for the Mission and remaining by the state government. During the last three years i.e. 2016-17, 2017-18 and 2018-19, an amount of Rs. 205.83 crore has been released under DAY-NULM to Tamil Nadu. Out of the total funds available, the State has to apportion appropriate amount for utilization under various components including SUH. As reported by the state, the funds released for SUH during 2016-17, 2017-18 and 2018-19 are Rs. 25.72 crore, Rs. 14.98 crore and Rs. 27.12 crore, respectively.

(b): The State level Project Sanctioning Committee (PSC) is competent to approve proposals for establishment of shelters. As reported by the State, the details for the three years are as under:

(c): The shelters under SUH are established with basic amenities which include ventilated rooms, water arrangements and sanitation, bathing and toilet facilities, standard lighting, fire protection measures, first-aid kit, regular cleaning of blankets, common kitchen, personal lockers, common recreation space and CCTV cameras at entry and exit points for security etc.
