Question : Model Schools

(a) whether the Government has deferred/shelved the proposal to set up Model Schools on
Public Private Partnership model in Non-Educationally Backward Blocks across the country;
(b) if so, the reasons therefor;
(c) the number of Model schools that have become operational across the country including in
the State of West Bengal, State/UT-wise; and
(d) the details of Model Schools approved and amount sanctioned in the State of West Bengal?

(a) & (b) : The Centrally Sponsored Scheme of Model School Scheme envisaged setting up of
one model school per block as a benchmark of excellence at the block level. The scheme had
two modes of implementation, viz. (i) setting up of schools in educationally backward blocks
(EBBs) through State/UT Governments, and (ii) establishing schools under Public-Private
Partnership (PPP) mode in blocks which are not educationally backward. However, the scheme
has been delinked from the support of the Government of India with effect from 2015-16 and
stands transferred to States/UTs in the light of higher devolution of funds to the States as
recommended by the 14th Finance Commission.
(c) : No schools have been awarded under PPP mode. However, under State Sector Component
of the Model School Scheme, the State/UT-wise details of model schools which have been made
operational as on 31.3.2015 is given at Annexure-I.
(d) : A total of 67 model schools were approved in the State of West Bengal for which an
amount of Rs. 137.56 crore was sanctioned. Detailed year-wise status of model schools
approved and amount sanctioned in the State of West Bengal is at Annexure-II.
