(a) The Planning Commission has approved an allocation of Rs.7394 crores for the North Eastern
Council for the Eleventh Five Year Plan.
(b)& (c) The Clause 4 (a) (2) of the North Eastern Council Act, as amended in 2002,
provides that while formulating the regional plans for the North Eastern area, the Council shall
give priority to schemes and projects which will benefit two or more States, except in case of
Sikkim where the Council can formulate State specific projects. In a meeting chaired by Honâble
Prime Minister in October, 2006 it was decided that the NEC should concern itself only with the
inter-state projects with wide ranging impact. In view of this, only the projects, including the
road projects, with inter-state implications are considered by the NEC.
(d)& (e) Based on the proposals received from the North Eastern States, the North Eastern
Council has identified 56 roads, proposed to be taken up during Eleventh Five Year Plan which also
includes 8 roads in Arunachal Pradesh having inter-state/inter-district connectivity. The
Planning Commission has accorded, in principle, approval for taking up 16 roads during Eleventh
Five Year Plan which include two inter-state road projects of Arunachal Pradesh. The roads of
Arunachal Pradesh which have been approved are Longding-Nokjan road via Chatting Village and
Tamin-Dolungmukh road.
