(a) & (b): Ministry of Social Justice and Empowerment, vide Gazette Notification dated
05.01.2018 has issued guidelines for evaluation procedure for certification of various
specified disabilities, including Mental Illness in a person under The Rights of Persons with
Disabilities Act, 2016. As per the notification, Mental Illness is measured in the following
four levels:

(i) Mild Mental Disabilities : The IQ is in the range of 50 to 69.
(ii) Moderate Mental Disability: The IQ is in the range of 35 to 49.
(iii) Severe Mental Disability : The IQ is in the range of 20 to 34.
(iv) Profound Mental Disability : The IQ in this category estimated to be under 20.
</pre>
Based on these guidelines, Central Board of Secondary Education (CBSE) has issued
a circular dated 14.02.2020 for the purpose of facilitation in examinations for its PwD
( Persons with Disabilities) candidates.
