Question : ADOPTION OF ITIS BY PRIVATE COMPANIES



(a) whether the Government proposes to modernize/upgrade the existing Industrial Training Institutes (ITIs) for skill development and if so, the details thereof including the estimated funds required for the purpose;

(b) the Government has asked private companies to adopt one ITI and Industrial Training Centre (ITC) in order to impart industrial training and skills to the students of these institutes;

(c) if so, the details thereof and the number of existing ITIs adopted by private companies in the country at present, State-wise including the incentives/concessions given to the said companies by the Government;

(d) whether the candidates passing out from these ITIs are getting employment easily and if so, the details thereof; and

(e) the measures being taken by the Government to impart quality education and skills to meet the demand of industry for skilled workforce?

STATEMENT TO 3E LAID ON THE TASLE OF THE HOUSE IN RESPECT Of PARTS (a. to (e) of LOK SABHA STARRED QUESTION NO. 575 ADMITTED FOR REPLY C 06.05.2015 REGARDING `ADOPTION OF ITIs BY PRIVATE COMPANIES”

Deputy Directorate General of Training (DDG.Training) earlier under the Ministry of Labour and Employment and now under the Ministry of Skill Development and Entrepreneurship with effect from 16.04.2015.. has a network of 11.972 Industrial Training Institutes (ITIs) (2284 Government ITIs and 9688 Private ITIs) having an annual seat capacity of 16.94 lakh as on 02.01.2015.

Under the “World Bank assisted Vocational Training Improvement Project”, 400 Government ITIs have been taken up for up-gradation across the Country.

The project is operational since December, 2007 with the accomplishing date targeted as September, 2015. Against the allocation of Rs.1782 crore to the States/UTs, Rs. 1566 crore has been utilized upto March, 2015.

Further, the scheme, “Up-gradation of existing Government ITIs into Model ITIs`has been taken up in 2014-15 for up-gradation of29 ITIs (one from each State) with an estimated cost of Rs. 300 crore. During the last financial year 2014-15, an amount of Rs. 17.63 crore has been released to 10 States under the project targeted to be completed by 2016-17.

Furthermore, a scheme for the North East region, “Enhancing Skill Development Infrastructure in North East States & Sikkim” is also operational with the target to upgrade 48 ITIs in the region. The components covered under the scheme are as under:-

(i) Up-gradation of 20 ITIs in North East States and Sikkim by establishing 3 new trades in each ITI at a cost of Rs. 42.23 crore; and

(ii) Supplementing infrastructure deficiencies in 28 ITIs by constructing new hostel & boundary wall and supplementing obsolete tools and equipment in 3 trades of each ITI in North East States and Sikkim at a cost of Rs. 39.60 crore.

Under the scheme “Up-gradation of 1396 Government ITIs through Public Private Partnership”, 1227 Government ITls across the Country have been taken up for up-gradation. The scheme operational since 2007-08 has an outlay of Rs. 3550 crore out of which Rs. 3067.50 crore (Rs. 2.5 crore per ITls) has already been released. Out of 1227 Government ITIs taken up for up-gradation, 1196 Government ITls have been adopted by private companies.

State-wise details of these 1196 Government ITIs are attached as Annexure.

A mid-term evaluation study has been carried out by V.V. Giri National Labour Institute, Noida in 2012 for the ITIs covered in the scheme “Up-gradation of 1396 Government ITIs through Public Private Partnership”. As per this study report, on an average &3% of the students passed out from the ITIs covered under the project, got employment in the year 2010-11 in different sectors.

Further, National Skill Development Corporation (NSDC), setup by Government as a Public Private Partnership entity to promote private training providers across the Country, has incubated 37 Sector Skill Councils (SSCs) which are industry led bodies intended to align the skilling efforts as per the industry’s requirement. The SSCs prescribe the National Occupational Standards (NOS) and Qualification Packs (QPs) based on which the training is imparted.
