Question : PROMOTION OF ACSO IN ARMED FORCES HEADQUARTERS



(a) whether the Directly Recruited Asstt. Civilian Staff Officers (DRACSOs) in Armed Forces Headquarters Civil Service Cadre (AFHQ CSC) recruited during 1992- 93 are now being promoted to Civilian Staff Officer (CSO) grade on the basis of seniority-cum-fitness ignoring the claims of Departmental ACSOs of 1988-89;

(b) if so, whether the relevant Civil Service Rules specify some special criteria for fixation of inter- se-seniority between the Direct Recruits and Departmental Promotees in that grade which is not applicable in respect of Assistants though they are also members of AFHQ Civil Service;

(c) if so, the reasons as to why do these provisions differ from the Government Principles, issued vide DOP&Ts OM dated February 7, 1986 for fixation of seniority between Direct Recruits and Departmental Promotees on the basis of rota-quota rule;

(d) whether the Government are contemplating any action to rectify the anomalous situation; and

(e) if so, the details thereof?

(a) No, Sir. No departmental ACSO of 1988 or 1989 Select List is awaiting promotion to the grade of CSO under Rule 10(2) of AFHQ Civil Service Rules 1968.
