(a) to (b): Ministry of Food Processing Industries (MoFPI) has been implementing a Scheme for Creation/Expansion of Food Processing & Preservation Capacities (CEFPPC) under the Pradhan Mantri Kisan Sampada Yojana (PMKSY) for setting up/expansion of food processing industries in the country for (i) Fruits & vegetables processing, (ii). Milk processing (iii). Meat/poultry/fish processing, (iv). Ready to Eat / Ready to Cook Food Products/ Breakfast cereals/ Snacks / bakery and other food products including nutritional health foods. (v). Grains/pulses, oil seed milling and processing based on modern technology. (vi). Modern Rice milling. (vii). Other agri-horti products including spices, coconut, soybean, mushroom processing, honey processing, etc. (viii). Fruits/ Honey based wines. (ix). Natural Food flavors, food additives/ food extracts & colours, oleoresins, guar gum, cocoa products etc. (x). Manufacturing jaggery from sugarcane and value added products from jaggery (as raw material) except sugar mills. (xi). Any other sector that makes food products fit for human consumption. (xii). Animal feed manufacturing
Under the scheme, grants-in-aid @ 35% of the eligible project cost is provided in General Areas and 50% of the eligible project cost in North Eastern States including Sikkim and Difficult areas including Himalayan States (Himachal Pradesh, J&K & Uttarakhand), notified ITDP areas and Islands subject to a maximum of Rs.5.00 crore.
Till date, Ministry has not received any eligible proposal for setting up of food processing units under CEFPPC scheme from Darbhanga, Bihar.
(c) to (d): Ministry does not set up any infrastructure project at its own. However, Ministry of Food Processing Industries has been implementing the Scheme for Creation of Infrastructure for Agro Processing Clusters (APC) since 2017 under the Pradhan Mantri Kisan Sampada Yojana (PMKSY) to incentivize the setting up of agro processing clusters in the country. The scheme aims at development of modern infrastructure including cold storages to encourage entrepreneurs to set up food processing units based on cluster approach. These clusters will help in reducing the wastage of the surplus produce and add value to the horticultural / agricultural produce which will result in increase of income of the farmers. The Scheme envisages grants-in-aid @35% of eligible project cost in general areas and @50% of eligible project cost in the North East States including Sikkim and difficult areas namely Himalayan States (i.e. Himachal Pradesh, Jammu & Kashmir and Uttarakhand), State notified ITDP areas, Islands and SC/ST entrepreneurs subject to max. of Rs. 10.00 crore per project.
Till date total 68 agro processing clusters have been approved by this Ministry. The total project cost of these projects is Rs. 1934.10 cr. including grants-in-aid of Rs.547.87 Cr. State-wise list of projects approved under APC scheme is as under:-

(e) to (f): The Ministry of Food Processing industries (MoFPI) has been implementing Central Sector Umbrella Scheme- Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) since 2016-17 for overall growth and development of food processing sector, including processing of agro- products and thus increasing the income of the farmers across the country including in the state of Uttar Pradesh. The component schemes of PMKSY are - (i) Mega Food Park; (ii) Integrated Cold Chain and Value Addition Infrastructure; (iii) Creation /Expansion of Food Processing & Preservation Capacities; (iv) Creation of Infrastructure for Agro-Processing Clusters; (v) Creation of Backward & Forward linkages; (vi) Food Safety and Quality Assurance Infrastructure; (vii) Human Resource and Institutions; (viii) Operation Greens.
Also, as part of the Aatmanirbhar Bharat Initiative, MoFPI is implementing a Centrally
Sponsored Scheme-PM Formalisation of Micro Food Processing Enterprises Scheme (PMFME) for providing financial, technical and business support for upgradation/ setting up of 2 lakh micro food processing enterprises across the country during five years from 2020-21 to 2024-25 with an outlay of Rs.10,000 crore.
