Question : Training Programme for Teachers

(a) whether it is a fact that the standard of education is declining in various States due to shortage of trained / skilled teachers in the country and if so, the details thereof, State/UT-wise including Uttar Pradesh and Bihar;

(b) whether the Government proposes any changes/updation in the training programme for teachers and if so, the details thereof ;

(c) whether the Government proposes to constitute a Committee to submit suggestions for the ways to institutionalise an internship of teachers education programmes in Government schools and if so, the details thereof;

(d) whether the Government has conducted any study to assess the knowledge of teaching staff in schools in the country and if so, the details thereof; and

(e) the corrective steps taken/proposed to be taken by the Government to improve the standard of education in the country?

(a & b): No, Madam. Under the Sarva Shiksha Abhiyan, a flagship scheme of the Central Government, the State Governments are supported as various interventions, including in-service teachers’ training, induction training for newly recruited teachers and training of all untrained teachers to acquire professional qualification through Open Distance Learning (ODL) mode. States like Assam, Bihar, Himachal Pradesh, Jharkhand, Odisha, Uttarakhand, West Bengal, Chhattisgarh, Nagaland, Meghalaya, Manipur and Tripura have untrained in-service teachers, who are being trained by the respective State Governments, in consultation with National Council for Teacher Education and Central Government. The details of untrained teachers in States/UTs are annexed.

The National Council for Teacher Education (NCTE) notified NCTE Regulation, 2014 and Norms and Standards for teacher education institutions and teachers education programmes. The pre service teacher edcuation programmes have modules on ICT, Gender Studies, Inclusive Education and Yoga. The period of Internship in the teacher education programmes has been significantly enhanced to make these programmes more rigrous and professionalized.

(c): The Ministry has constituted a Committee of six members under the chairpersonship of Additional Secretary, Department of School Education and Literacy to institutionalize internship of teacher education programme in Government schools, vide order dated 10th March, 2016. The first meeting of the Committee was held on 5th April, 2016.

(d & e): The Central Government supports States/UTs through Centrally Sponsored Schemes of Sarva Shiksha Abhiyan (SSA) and Rastriya Madhyamik Shiksha Abhiyan (RMSA) to improve quality of learning in elementary and secondary schools.

Under SSA, there is a provision for recruitment of additional teachers for improving pupil-teacher ratios, academic support for teachers through block and cluster resource centres, continuous and comprehensive evaluation system to equip the teacher to measure pupil performance and provide remedial action wherever required, and teacher and school grants for development of appropriate teaching-learning materials, etc.

Through SSA, the Central Government supports States/UT on early grade reading, writing & comprehension, and early Mathematics programmes through a sub-programme namely ‘Padhe Bharat Badhe Bharat’ (PBBB) in classes I and II. Further the government has launched Rashtriya Aavishkar Abhiyan (RAA), inter-alia, as a sub-component of Sarva Shiksha Abhiyan and Rashtriya Madhyamik Shiksha Abhiyan (RMSA), to motivate and engage children of the age group from 6-18 years in Science, Mathematics and Technology through observation, experimentation, inference drawing, model building, etc. both through inside and outside classroom activities.

The Central Government has launched the “Pandit Madam Moham Malviya National Mission on Teachers and Teaching” in December, 2014 with a vison to comprehensively address all issues related to teachers, teaching, teacher preparation, professional development, curriculum design, research in pedagogy and developing effective pedagogy.

The NCERT has developed Performance Indicators for Elementary Education (PINDICS) to track teacher performance and attendance in Government schools. PINDICS have been shared with State Governments/UTs to assess teacher’s performance.

In the recent Meeting of Education Ministers on Teachers’ Education held in New Delhi on 08.02.2016 several steps for improvement of the quality of education were discussed. These include internship for Teacher Education Programmes in Government Schools; volunteerism involving retired teachers and development of an accreditation framework for Teacher Education Institutions including DIETs which will help bring transparency and grading.
