(a) Madam, the primary responsibility to address natural disasters rests with the State Governments. The Government of India supplements the efforts of the State Governments by providing logistic and financial support, wherever necessary. The State Governments are required to suitably address/undertake all necessary measures for prevention and mitigation as per their specific requirements.
Accordingly, the Government of India has released funds under State Disaster Relief Fund (excluding State share of CRF/SDRF) and National Disaster Relief Fund (NDRF) to the State Governments for management of relief necessitated by notified natural disasters, during the years 2012-13 to 2015-16, as given below :-

(b) No such proposal is under consideration in the Ministry of Home Affairs.
(c) Question does not arise.
(d) The number of persons rescued by NDRF during last three years and the current year is as mentioned below :-
Yr 2013 – 45153
Yr 2014 – 109725
Yr 2015 – 51614
Yr 2016 (upto 31st January 2016) – 9
(e) No such proposal has been submitted by NDRF to the Ministry of Home Affairs for increase of its battalions from 12 to 20. There is no proposal of NDRF regarding creation of its own dedicated aviation wing.
(f) Question does not arise.
(g) The details of expenditure incurred by NDRF for procurement of equipment for disaster management during the last three financial years and current financial year is as below :-
