Question : Drug De-addiction and Rehabilitation

(a) the total number of de-addiction centres, Rehabilitation Centres for drug addicts running in the country along with the Non-Governmental Organisations (NGOs) involved therein, State-wise;

(b) the number of persons treated in these centres and the funds sanctioned to these centres during the last three years and the current year, State-wise;

(c) whether any criteria is being followed by the Government for selection of Drug De-addiction Centres and Regional Resource Training Centres; and

(d) if so, the details thereof and the number of De-addiction Centres and Regional Resource Training Centres selected in the country during the said period, State-wise?

(a) The State-wise details of total number of Integrated Rehabilitation Centre for Addicts (IRCAs) run by the Non-Governmental Organisations (NGOs) in the country with financial assistance under the Scheme of Assistance for Prevention of Alcoholism and Substance (Drugs) Abuse and for Social Defence Services is given in the Annexure-I.
(b) A Statement indicating State/UT-wise projects assisted, amount released and number of beneficiaries under the above said Scheme during the last three years and the current year is given in the Annexure-II.
(c) & (d) Fresh proposals recommended by the State Governments/UTs are placed before the Screening Committee constituted in the Ministry. The Committee after due scrutiny of the proposals as per guidelines and norms of the scheme (http://socialjustice.nic.in/pdf/sch-drug-1115.pdf), recommends suitable proposals for grant-in-aid. Efforts are also made to ensure that the centres also cover unserved /underserved areas. Thereafter, the proposals are processed for release of grant-in-aid subject to completeness of proposals in all respects. During the last three years, 25 new IRCAs and 2 new Regional Resource Training Centres have been released grant in aid.
