Question : Education to Weavers


(a) whether the Government proposes to subsidise the education of all weavers enrolled in the National Institute of Open Schooling (NIOS), an autonomous institution under the aegis of the Ministry of Human Resource Development and if so, the details thereof;

(b) whether her Ministry would bear 75% of the educational costs of the weavers’ children and the NIOS would waive the remaining 25% of the cost of education as well;

(c) the details of education/training imparted at NIOS;

(d) whether a certificate on the model of SSC would be issued at the completion of the course and if so, the details thereof; and

(e) whether the proposal is open to weavers stationed in Tamil Nadu as well and if so, the details thereof?

(a) & (b): Ministry of Textiles is providing reimbursement of 75% of the fee towards admission in National Institute of Open Schooling (NIOS) courses in case of SC, ST, BPL and women learners belonging to handloom weavers’ families to pursue the courses offered by NIOS. NIOS is also giving fee concession for both Secondary and Senior Secondary courses to learners belonging to SC, ST, physically challenged, women and ex-servicemen.

(c): The handloom weavers are given training in five areas namely: (i) Fibre to Fabric, (ii) Dyeing and Printing, (iii) Design Development, (iv) Handloom Weaving and (v) Entrepreneurship for Handloom Weavers, which includes marketing.

(d): On successful completion of the course in all five areas of training, the candidate will be awarded a “Certificate on Handloom Weaving course”, which is equivalent to Level-4 as per the National Skill Qualification Framework guideline. The learner has also an option to take one language and any four areas of training and on successful completion will be awarded secondary course certificate.

(e): The courses offered by NIOS is PAN India & is also applicable to handloom weavers’ belonging to Tamilnadu State.
