Question : Employment in Agriculture Sector

(a) whether the Government proposes to implement any scheme to develop agricultural sector so as to promote agro based employment;

(b) if so, the details thereof;

(c) the time by which this scheme is likely to be implemented; and

(a) to (d): Agriculture is a State subject. However, the Government of India supports and facilitates development and progress of Agriculture sector through various Centrally Sponsored and Central Sector Schemes. All the schemes are targeted for benefiting farmers and increasing their livelihood opportunities by promoting agro based employment. Some of these schemes are:- Paramparagat Krishi Vikas Yojana (PKVY), Rashtriya Krishi Vikas Yojana (RKVY), Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), National Food Security Mission (NFSM), Mission for Integrated Development of Horticulture (MIDH), Sub-Mission on Seeds & Planting Material (SMSP), Support to State Extension Programmes for Extension Reforms etc.

A new component called Innovation and Agri-Entrepreneureship component has been introduced under RKVY-RAFTAAR with the objective to generate employment by promoting start-ups in agriculture and allied sector. A programme for establishment of Agri-Clinics and Agri-Business Centres (AC&ABC) has been launched during the year 2002 for agri-entrepreneurship development and creation of self employment opportunities for candidates having Degree/Diploma/Intermediate in Agriculture and Allied Subjects and Degree in Life Science Subjects/Environmental Science within the age group of 18-60 years.

A scheme for promoting Farmer Producer Organizations (FPOs) by mobilizing farmers including young farmers and women has also been launched.
