(a) whether the apex court has suggested to separate the investigation process from law and order;

(b) if so, the details thereof; and

(c) the status of the implementation of the above suggestions and the outcome of the work done so far?

(a) to (c): The Hon’ble Supreme Court pronounced seven directives in its judgment on 22nd September, 2006 in Writ Petition (Civil) No. 310 of 1996 - Prakash Singh and Ors vs UOI & Ors on police reforms. The fourth directive is for Separating “investigating police” from “law and order police”, starting with towns/urban areas having population of ten lakhs or more, and gradually extend to smaller towns/urban areas also.
A copy of the above judgment of the Supreme Court was forwarded to all the State Governments and Union Territory Administrations on 26th September, 2006. So far, 15 States Governments/UTs have implemented this directive.
