Question : INDIAN OFFICIALS IN WORLD ORGANISATIONS



(a) the number of Government officials of India receiving pensions from the World Bank and its affiliated organisations like WHO, UNICEF and FAO etc. and not accountable under the relevant All India Service rules or the official Secrets act;

(b) the number of Government officials who as International experts were holding position far below their earlier status in the said International organisations;

(c) the names of these International experts who have their permanent residence in foreign countries;

(d) the details thereof, country-wise;

(e) whether they are beyond the powers of Indian laws; and

(f) if so, the steps proposed to be taken by the Government to make them accountable to the Indian laws?

(a): India has an obligation, as a Member State of various international organizations like IMF, World Bank etc to lend the services of employees of the Government of India, the State Governments as well as other Indian professionals to these organizations. Since there is no bar on lending the services of Government employees to these international organizations, as a logical corollary there is no bar on drawing of pension by Government employees who have served with international organizations in accordance with the instructions on the subject issued from time to time. Every Government servant irrespective of the fact whether he is in receipt of a pension from UN and other international organization is governed by the laws of the land including the rules of the service to which he belongs.

(b): The government servants appointed to posts as international experts enjoy the status of the post to which they are appointed in accordance with the rules governing such posting irrespective of the status enjoyed by them in their previous employment.

(c): Acquiring of movable and immovable properties abroad by Indian nationals, including Government servants, is regulated by the regulations/ orders issued on the subject from time to time.

(d): This information is not monitored centrally.

(e): No Government servant is beyond the powers of the Indian laws.

(f): Does not arise.
