Question : Institute of Driving Training and Research

(a) whether the Government proposes to introduce a scheme for setting up of Institute of Driving Training and Research (IDTR) in various parts of the country and if so, the details thereof along with the locations where IDTR are already located and proposed to be set up in the country, State-wise;

(b) whether the Government has any mechanism to assess the performance of IDTR and if so, the details and the outcome thereof;

(c) whether the Government has identified places where IDTR has to be set up and if so, the steps taken by the Government to get the land for the purpose;

(d) whether the Union Government is extending financial assistance to the State Governments to implement this scheme and if so, the details thereof; and

(e) the details of States found misusing funds along with the action taken in this regard?

(a) The Ministry of Road Transport & Highways has implemented scheme of setting up of Institute of Driving Training & Research (erstwhile Driving Training Institute) since 10th Five year Plan period. So far, total 30 IDTRs (including erstwhile DTIs) have been sanctioned. State-wise details and location of the same is given at Annexure.

(b) Ministry of Road Transport & Highways has engaged Central Institute of Road Transport (CIRT), Pune as executing agency under the scheme of Institute of Driving Training & Research (IDTR). The progress of setting up of IDTR and its performance is accessed by the Ministry through CIRT, Pune. Review meetings are also held by the Ministry with the State Governments and CIRT, Pune from time to time.

(c) Proposals for setting up of IDTR are received from the States/UTs. As per provisions of the scheme, the responsibility of arrangement of land for setting up of IDTR rests with the State Government.

(d) During the 14th Financial Cycle, the Ministry of Road Transport & Highways provides 100% of the capital investment i.e. civil construction, workshop equipment and vehicle & Simulator subject to maximum of Rs.18.50 Crore for setting up of IDTR .

(e) No incident related to misutilisation of funds has been reported till date with reference to IDTR scheme.
