(a) the Department of Personnel and Training has switched
over the `Post Based Roster System` in place of `Vacancy Based
Roster System` w.e.f. July, 2, 1997;
(b) if so, the reasons thereof; and
(c) the reasons for switching over to the `Post Based
Reservation System` from `Vacancy Based Reservation System`?

(b) & (c): The earlier `Vacancy Based Roster System` was
replaced by `Post Based Roster System` because of the
implementation of the Supreme Court judgement in the case of R.K.
Sabharwal Vs. State of Punjab read with another Supreme Court
judgement in the case of J.C. Mallick Vs. Union of India.
