Question : Girl Hostels

(a) whether the Government has any scheme to provide financial assistance to colleges and Central Universities for construction of girl hostels;
(b) if so, the details thereof indicating the number of proposals received for construction of girl hostels, approved and pending with the Government under the said scheme;
(c) whether the Government is considering to modify the scheme to cover more institutions therein and if so, the details thereof;
(d) the number of such hostels constructed during the last three years and the current year, State/year-wise;
(e) whether all these hostels are fit for occupancy and are being occupied presently and if so, the details thereof; and
(f) the funds allocated for construction of girl hostels during the above said period, State-wise along with the percentage of financial assistance provided by the Government as compared with the entire cost of the project?

(a) to (f): The Central Sector Scheme of Construction of Seven Girls'' Hostels in the erstwhile State of Jammu & Kashmir (J&K) under Prime Minister''s Development Package (PMDP) 2015 has earmarked an amount of Rs. 50 crores for the construction of seven girls’ hostels. These hostels include 6 girls’ hostels of Paloura, Bhaderwah, Rajouri, Bemina, Kupwara and Pulwama in the UT of Jammu & Kashmir and 1 girls’ hostel of Kargil in the UT of Ladakh. An amount of Rs. 33.25 crores has been released to the University Grants Commission (UGC), which is the nodal agency for implementation of this project. The construction work of 3 girls’ hostels located at Bhadarwah, Rajouri and Paloura has been completed.
As per the information furnished by the UGC, there are a total of 580 hostels in 45 Central Universities as on 01-04-2021. Out of 580, 255 are Girls hostels accommodating 24,543 girls in these hostels.
Since 2017-18, the allocation of funds for infrastructural development in Central Universities is being done through Higher Education Funding Agency (HEFA). Under HEFA loan, 90% of the principal amount and entire interest component are met by the Government of India.
