(a) and (b) Yes, Sir. There is a comprehensive transfer policy for Gr. C & erstwhile Gr. D staff, broad features of which are as follows:-
(i) An employee can be transferred to carry out promotion or on administrative ground in SPE/Vigilance cases.
(ii) Employees holding sensitive posts, who frequently come into contact with public or/and contractors/ suppliers, are required to be transferred after every four years.
(iii) Transfer on request is permitted to employees on acceptance of bottom seniority in initial recruitment grades; or intermediate grades which have an element of direct recruitment. Such transfers are permitted only upon completion of 5 years regular service and subject to possessing of the educational qualification prescribed for the post to which the transfer is sought.
(iv) Transfer is permitted in case spouse of an employee belongs to All India Service/ Central Service/ Railway/ State Service/ Central PSUs/ State PSUs/ Autonomous Body/ Private Sector, and is subject to administrative convenience.
(v) Transfer is allowed to employees on mutual exchange basis from one cadre of a division/office/railway to the corresponding cadre in another division/office/railway.
(vi) As regards Gr. ‘B’ employees, transfers can be considered subject to acceptance of bottom seniority and consent of the railway to which transfer is sought.
(c) A statement is appended.
(d) Yes, Sir. Exemption from minimum five years’ service condition is allowed to following categories of Non-Gazetted railway employees seeking transfer on request:-
(i) Transfers sought on mutual exchange basis;
(ii) Transfers sought on spouse ground;
(iii) Railway servants who are care-givers to a disabled child;
(iv) Physically handicapped Railway Servants;
(v) Widow appointed on Compassionate ground.
