Question : ELECTRIFICATION OF VILLAGES



(a) the details of projects sanctioned, funds allocated and released to various States under the Rajiv Gandhi Gramin Vidyutikaran Yojana (RGGVY) during the 12th Five Year Plan;

(b) whether electrification of a large number of villages in various States including Bihar have been held up for want of construction/completion of sub- stations, if so, the details thereof and the reasons therefor;

(c) the number of BPL households proposed to be covered under RGGVY during the remaining period of the 12th Plan, State/UT-wise; and

(d) the steps being taken/proposed to be taken for the electrification of all the villages and the time-frame fixed thereof, State/UT-wise?

STATEMENT

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF STARRED QUESTION NO.424 TO BE ANSWERED IN THE LOK SABHA ON 07.08.2014 REGARDING ELECTRIFICATION OF VILLAGES.

(a) : 273 projects have been sanctioned under Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) during the 12th Five Year Plan. The State-wise details of projects sanctioned, funds allocated and subsidy released are given at Annex.

(b) : As on 30.06.2014, out of 669 sub-stations sanctioned in 10th and 11th Five Year Plan Phase-I, 101 sub-stations have not been commissioned, thus adversely affecting large number of villages in these States. Details of un- commissioned sub-station, State-wise are Arunachal Pradesh (6), Assam (4 ), Bihar (16), Chhattisgarh (3), Himachal Pradesh (1), Jammu & Kashmir (10), Jharkhand (23), Manipur (11), Meghalaya (3), Mizoram (1), Nagaland (6), Odisha (8), Uttar Pradesh (4) and West Bengal (5). The main reasons for non- commissioning of these sub-stations are litigation relating to land, forest clearance, difficult terrain, non-completion of feeder works, incomplete upstream network, law & order issues in North-Eastern States etc.

(c) : In the 12th Five Year Plan projects of RGGVY, release of free electricity connections to 1.33 crore BPL households is covered under the 273 projects sanctioned.

(d) : In order to cover the electrification of villages, the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) has been continued in the 12th Five Year Plan and 13th Five Year Plan covering all census villages and habitations with population more than 100. As per the scheme guidelines, the stipulated period of completion of electrification works is 24 months from the date of award of contract by the respective implementing agencies.
