Question : IMPLEMENTATION OF RURAL DEVELOPMENT SCHEMES THROUGH DISTRICT LEVEL UNITS



(a) whether the Government has decided to entrust the responsibility of implementation of the centrally sponsored rural development schemes to the district level units;

(b) if so, the details thereof;

(c) whether the Government has selected some institutes at district level for implementation of the said schemes;

(d) if so, the names of such institutes;

(e) whether the Government would also address the local district level problems through these schemes; and

(f) if so, the details thereof ?

(a) &(b) The Ministry of Rural Development releases the funds to implement the major Rural Development Programmes directly to the District Rural Development Agencies (DRDAs)/Zilla Parishads, and the implementing agencies. The procedure has been evolved in consultations with the State Governments, based on the experience of the Ministry in programme implementation and in consonance with the principles of decentralization as enshrined in the Constitution. The procedure is expected to accelerate the pace of implementation.

(e) and (f)Yes Sir, the Ministry addresses the local district level problems, concerning rural areas through the implementation of various Rural Development Programmes. Under the decentralized a system of Panchayat Raj Institutions, District Planning Committees are also set up to addresses the local level problems.
