Question : Paramparagat Krishi Vikas Yojana


(a) the salient features of Paramparagat Krishi Vikas Yojana (PKVY);

(b) the details of amount the sanctioned , allocated and utilized under the said yojana specially in Rajasthan and Gujarat during the last three years;

(c) the details of the targets set and the achievements made under this yojana as on date and the response of the Government in this regard;

(d) whether the Government is providing financial assistance to farmers thereunder and if so, the details thereof; and

(e) whether the Government is formulating any scheme for online marketing of organic products for consumers in the country and if so, the details thereof?

(a): The salient features of Paramparagat Krishi Vikas Yojana (PKVY) scheme being implemented for promoting organic farming in the country:
(i) Development of sustainable agriculture for sustainable production by way of improving soil fertility and conservation of natural resources and bio-diversity
(ii) Empowering farmers through institutional development with clusters approach by providing end to end support form production certification and marketing.
(iii) Promotion of organic farming through capacity building, training and handholding for certification.
(v) Providing assistance to farmers from production to value addition, certification and marketing of organic produce.
(vi) To increase area under organic farming
(b): The details of amount sanctioned/ allocated , released and utilized State-wise including Rajasthan and Gujarat under PKVY scheme during the last three years is given at Annexure -I.

(c): Under Paramparagat Krishi Vikas Yojana (PKVY) targets/achievements made are
as under:

• 6.19 lakh ha area has been covered against the target of 6.10 lakh area since 2015-16. In addition, 1.23 lakh ha area has been covered under Flagship Programme of Namami Gange Programme “ARTH GANGE” and 4.09 lakh ha area has been covered under Bhartiya Prakritik Krishi Paddhti (BPKP).

• Total fund released is Rs.1658.35 crore for 30,934 clusters (20 ha each) formed since 2015-16 to 2021-22.

• Government has initiated Large Area Certification (LAC) progarrmme since 2020-21 to certify large traditional / default area with no past history Genetically Modified Organism (GMO) or inorganic chemical usage. 22145 hectare area have been certified as organic under LAC [(UT of Lakshadweep (2700 hectare area), Car Nicobar and Nan-cowry group of Islands (14,445 hectare area) and UT of Ladhak (5000 ha area)].

(d): Under PKVY farmers are provided assistance of Rs 50,000 per hectare/ 3 years, out of which, Rs. 31,000 (62%) is provided directly through DBT for inputs (bio fertilizers, bio-pesticides, organic manure, compost, vermi-compost, botanical extracts etc).
Farmers are also provided assistance of Rs.7500/ ha. for 3 years for capacity building, handholding and training on certification whereas Rs.8,800/ ha. for 3 years is provided for value addition, marketing and publicity..
(e): Government has developed web portal www.Jaivikkheti.in/ as online platform for direct sale of organic produce by farmers to the consumers to help them for better price realization . Until now, 5.73 lakhs farmers have already registered on the portal for online marketing of their organic produce.
