(a) whether the Government has modified the funding pattern to North Eastern States as per the recommendations of the 14th Finance Commission; and
(b) if so, the details of the notification issued thereof along with the changes effected in comparison to the earlier funding pattern?

As per the formula adopted under the 13th Finance Commission, the pattern of financial assistance to North Eastern States for Centrally Sponsored Schemes (CSS) was Centre : 90 % and States: 10%. Following the recommendations of the 14th Finance Commission, devolution to the States was increased from 32 % to 42 %. Presently, as per the rationalized CSS approved by the Government of India, for Core Schemes, the funding pattern for North Eastern States is Centre : 90 % and States : 10%. For CSS Optional Schemes, the funding pattern for North Eastern States is Centre: 80% and States : 20 %.
