Question : Ceasefire Violation

(a) whether the Government is aware of the increasing incidents of terror attacks in Jammu and Kashmir, infiltration and continued shelling from across the border in bordering areas in the recent past in which large number of security people and civilians lost their lives;

(b) if so, the details thereof and the number of such incidents occurred and the number of security personnel/civilians injured/killed in those incidents during the last three years and the current year, State-wise;

(c) whether steps are being taken by the Government to improve the safety and security in the sensitive locations and to protect the lives of security forces and common man including holding dialogue with Pakistani authorities; and

(d) if so, the details thereof?

(c) & (d): The following steps have been taken in this regard:-

(I) The Government has adopted various counter measures to neutralise these efforts and capabilities of militants to disturb peace in the State. The Government has also encouraged policies to mainstream the youth, including providing employment opportunities to wean them away from militancy. Some of the visible area of focus includes:-

(i) Proactively take suitable measures by all the SFs to safeguard the borders from cross-border terrorism and to contain militancy.
(ii) To ensure that the democratic process is sustained and primacy of civil administration is restored to effectively tackle the socio-economic problems facing the people on account of the effects of prolonged militancy in the State, and

(iii) To ensure sustained peace process and to provide adequate opportunities to all sections of the people in the State who eschew violence to effectively represent their view points and to redress their genuine grievances.

(II) The Government of India in tandem with the State Government, have adopted a multi-pronged approach to contain cross border infiltration, which, inter-alia, include Strengthening of border management and multi-tiered deployment along the International Border / Line of Control, and near the ever changing infiltration routes, construction of border fencing, improved technology, weapons and equipments for SFs, improved intelligence and operational coordination; and synergizing intelligence flow to check infiltration and pro-active action against terrorists within the State. These include a pilot project for 24x7x365 surveillance on two riverine patches of the Indo-Pak border in Jammu region amounting to Rs. 10 crore; a pilot project for construction of 60 bunkers at the cost of Rs.3 crore along International Border for safeguards of the civilians during cross border firing, and construction of culverts/bridges across the nullahs along the IB.

Besides, Government has repeatedly emphasised, including at the highest level, the need for Pakistan to uphold the sanctity of the Line of Control and abide by the ceasefire commitment of 2003 along the International Border and Line of Control in Jammu and Kashmir. Ceasefire violation are taken up with Pakistani authorities through the established mechanism of hotlines, flag meetings as well as talks between the Directorate Generals of Military Operations (DGMO).
