Question : Monitoring of Oil-Gas Fields

(a) whether the Government has intensified monitoring of oil and gas fields given to State-owned firms like Oil and Natural Gas Corporation Limited to avoid slippages in the domestic output and if so, the details thereof;
(b) whether the country‘s import dependence of oil and gas in the past few years has increased and the State-owned firms in exploration could not show the desired results of domestic output; and
(c) if so, the details thereof along with the steps taken/proposed to be taken by the Government to spruce up the functioning of State-owned oil and gas exploration companies?

Answer given by the minister

(a). Ministry of Petroleum and Natural Gas vide letter dated 25th November, 2016 has directed Directorate General of Hydrocarbons (DGH) to monitor the production of oil and gas from the fields given to the National oil companies on nomination basis. In pursuance of same DGH has undertaken a number of steps for monitoring the oil & gas fields including the following-
i) Monthly production monitoring, asset wise through software based PDMS (Production Data Monitoring System).
ii) Quarterly Asset level monitoring of production performance.
iii) Monitoring of Reservoir performance
iv) Monitoring of discoveries.
v) Constituted Review Committees to look into various aspects of National Oil Companies (NOCs) operations.
This is in addition to the monitoring of blocks given as part of production sharing contract which are monitored as per the provisions contained in the Production Sharing Contracts (PSCs).

i. Policy for Relaxations, Extensions and clarifications under Production Sharing Contract (PSC) regime for early monetization of hydrocarbon Discoveries.
ii. Policy on Testing Requirements.
iii. Discovered Small Field Policy.
iv. Policy for exploration in Mining Lease Area.
v. Hydrocarbon Exploration and Licensing Policy.
vi. Policy for Extension of Production Sharing Contracts.
vii. Shale Gas Policy etc.
viii. Setting up of National Data Repository.
ix. Appraisal of Unappraised area in Sedimentary Basin.
