Question : AMRUT

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) the details of State Annual Action Plan (SAAP) received by the Government under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) so far;

(b) the details of SAAP cleared and funds sanction/released to the various States so far, project & State-wise alongwith the details of works undertaken, project, city and State-wise;

(c) the details of SAAP lying pending and the reasons for such pendency along with the time by which pending SAAP are likely to be cleared;

(d) whether the Government has received any complaints of diversion of funds allocated under AMRUT and if so, the details thereof along with the action taken/being taken by the Government; and

(e) the norms for selecting the cities and whether the Government proposes to include some more cities/towns under AMRUT and if so, the details thereof and if not, the reasons therefor?

(a) & (b): Under Atal Mission for Rejuvenation and Urban Transformation (AMRUT), the Government of India has approved State Annual Action Plans (SAAPs) of all States/UTs for 2015-16, involving total project cost of Rs. 20773.77 crore and Central Assistance (CA) of Rs. 9893.73 crores. The Centre has released an amount of Rs. 1978.74 crore against these SAAPs. During 2016-17, SAAPs of 34 States/UTs involving a total project cost of Rs. 24869.76 crore with ACA of Rs. 11540.23 crore have been approved and released Rs. 2308.65 crore against these SAAPs. The details of fund release are annexed.
Under the Mission, the Govt. of India only approves SAAP. The selection/ approval and execution of the projects are done by State Govt.

(c) & (d): No Madam

(e): The norms for the selection of cities under AMRUT are as under:-
(i) All cities and towns with a population of over one lakh with notified municipalities, including Cantonment Boards (Civilian areas),
(ii) All capital cities/ towns of States/UTs, not covered in (i)
(iii) All cities/ towns classified as Heritage cities by MoUD under the HRIDAY Scheme,
(iv) 13 cities and towns on the stem of the main rivers with a population above 75,000 and less than 1 lakh and
(v) 10 cities form hill States, islands and tourists destinations (not more than one from each State.

As of now, 500 cities under AMRUT has been selected and currently, there is no proposal to expand the scope of Mission to include more cities.
