Question : SWACHH BHARAT MISSION



(a) whether the Government has launched Swachh Bharat Mission/Abhiyan;

(b) if so, the salient features thereof and the targets, physical or otherwise, set thereunder, State/UT- wise;

(c) the details of the expenditure likely to be incurred under the said Mission indicating it sources;

(d) whether the environmental pollution has also been included under the said Mission/Abhiyan, if so, the details thereof; and

(e) the steps being taken to implement the Mission successfully throughout the country?

(a & b) Yes Madam.The Swachh Bharat Mission (Gramin) {(SBM(G)} launched on 2nd October, 2014, aims inter-alia at attaining a Open Defecation Free India by 2nd October, 2019 by providing access to toilet facilities to all rural households. Under the programme, assistance is provided in the form of Incentives for Individual Household Latrines and funding for Community Sanitary Complexes and Solid and Liquid Waste Management projects. Under the Mission, access to toilet facilities shall be provided to the 11.11 crore rural households, and Solid and Liquid Waste Management activities will be launched in all Gram Panchayats in the country.

(c) Under the Mission, the total fund requirement for construction of toilets, Solid LiquidWaste Management projects and associated activities is estimated to be Rs. 1,34,386 crore,out of which central share is Rs. 1,00,447 crore. The resources are proposed to be made available inter-alia through :-

i. Budgetary allocations to Swachh Bharat Mission

ii. Contributions to the Swachh Bharat Kosh;

iii. Commitments under Corporate Social Responsibility (CSR)

(d) To tackle environmental pollution, Solid and Liquid Waste Management is an integral partof the Mission. The assistance is available on the basis of total number of households in each Gram Panchayat, subject to a maximum of Rs.7 lakh for a GP having up to 150 households, Rs.12 lakh up to 300 households, Rs.15 lakh up to 500 households and Rs.20 lakh for GPs having more than 500 households. Funding for SLWM projects under SBM(G) is provided by the Central and State Government in the ratio of 70:30. Under this component, activities like compost pits, vermin composting, common and individual biogas plants, low cost drainage, soakage channels/ pits, management of menstrual hygiene, reuse of waste water and system for collection, segregation and disposal of household garbage etc can be taken up.

(e) The following steps are being taken up under the Swachh Bharat Mission (Gramin) :-

# The demand for sanitation facilities will be created by triggering `Behaviour change` by intensifying Information, Education and Communication (IEC) and Inter Personal Communication (IPC) campaigns as Sanitation is a Mindset issue.

# Outputs (Construction) and Outcomes (usage) will be monitored.

# Strong Administrative structure will be set up for the Mission at Central, State and District and GP levels.

# Use of Technology to Monitor Household coverage through a Hand held device to capture photos of beneficiary, toilet and Lat/Long. Coordinates is being taken up.

# Innovative, Low cost and User friendly technologies for toilet and Solid and Liquid Waste Management will be pursued.
