Question : Elections to Student Bodies

(a) whether the Government has any data on the number of colleges and universities that conduct Elections to Student bodies as recommended by the Committee headed by JM Lyngdoh;
(b) if so, the details thereof;
(c) whether the Government has any plan to enact legislation that will ensure elections to student bodies as recommended by the committee headed by JM Lyngdoh;
(d) if so, the details thereof;
(e) whether the Government will enact legislation to protect the “Right to Protest” in Indian Universities and Colleges; and
(f) if so, the details thereof and if not, state reasons for not enacting such a legislation?

(a) to (d): As per the Statute 36, Central Universities Act, 2009, there is a provision to constitute a Student Council in Central Universities established by CU Act, 2009 onwards.
At present, there are 31 Central Universities that conduct Elections to Student bodies as recommended by the Committee headed by JM Lyngdoh.

(e) & (f): No such proposal is under consideration.
