Question : EMPOWERMENT OF CONSUMERS



(a) whether the Government proposes to initiate a strong consumer protection regime and empower consumers against supply of sub-standard goods and services in the country and if so, the details thereof;

(b) whether any changes are proposed in the Consumer Laws encompassing a product liability clause to render erring manufacturers and suppliers liable for lapses; and

(c) if so, the details thereof and the time by which it is likely to be implemented?

(a) to (c) : Yes, Madam. The Government proposes to bring about comprehensive changes in the Consumer Protection Act, 1986, including a product liability provision which will make manufacturers liable for sub-standard goods and services. Approval of the Cabinet has been sought on the proposed Bill, whereafter the same will be introduced in Parliament.
