Question : ESTABLISHMENT OF INTER STATE TRANSMISSION NETWORK

(a) the capacity of present transmission lines in the country;

(b) whether there is any plan to achieve cent percent capacity utilisation of these transmission lines and if so, the details thereof;

(c) whether Gujarat is unable to supply surplus power to power deficit States due to constraints in inter-regional transmission corridors and if so, the details thereof;

(d) whether the Government has received any request from Gujarat to utilise the funds lying in Power System Development Fund (PSDF) for creation of inter-regional transmission links and if so, the details thereof along with action taken thereon; and

(e) the other steps proposed to be taken by the Government for transmission of power from surplus States to deficit States?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF STARRED QUESTION NO. 79 TO BE ANSWERED IN THE LOK SABHA ON 27.11.2014 REGARDING ESTABLISHMENT OF INTER STATE TRANSMISSION NETWORK.

(a) : As on 31.10.2014, the length of transmission lines at the voltage level of 220 KV and above in the country is 3,03,051 circuit kilometers (ckm) and the transformation capacity is 5,65,905 Megavolt Ampere (MVA)

(b) :The transmission lines are allowed to operate at their full available capacity wherever it is permissible in accordance with the Regulations and standards of Central Electricity Authority (CEA) and Central Electricity Regulatory Commission (CERC).

(c) :Gujarat has not sought long term transmission access for export of power to other parts of the country so far. In case Gujarat intends to sell surplus power outside the state on long term basis, it needs to seek long term transmission access well in advance, as creation of any new transmission infrastructure takes about three to four years for completion.

(d) : Government of Gujarat had requested the Union Government to utilise the fund lying in Power System Development Fund (PSDF) for creation of sufficient inter-regional transmission links but no specific scheme for approval was sent by Gujarat in this regard. However, the creation and strengthening of inter-regional transmission links is an ongoing process.

(e) :The present transmission capacity of inter-regional links is 44,850 MW (upto October, 2014) which is expected to increase to 68,050 MW by the end of 12th Plan, i.e., 2016-17.
