(a)&(b) Yes, Sir. The Ministry of Environment Forest and Climate Change have a scheme Development of Promotion of Clean Technology under Central Sector Plan Scheme i.e. ‘Development and Promotion of Clean Technology and Waste Minimization Strategies’. Under the Scheme the Ministry has been providing financial assistance for those projects whose primary research has already been completed and is ready for Pilot scale demonstration research on innovative technologies in the areas of highly polluting categories of industries. Presently under the scheme there are 25 completed projects and 30 ongoing projects with autonomous institutions/statutory bodies under Central or State Government in the field of R&D/Extension, with proven track record of having tie-up/collaboration with industries/consortiums of industries.
(c)&(d) Yes Sir. The Ministry revisited the existing rules for better waste management i.e. hazardous waste, e-waste, plastic waste, bio-medical waste, construction and demolition waste and solid waste for better implementation and management in the country by the following Rules:
(i) Hazardous and Other Wastes (Management & Transboundary Movement) Rules, 2016 vide G.S.R. No. 395 (E) on 4th April, 2016.
(ii) E-Waste (Management) Rules, 2016 vide G.S.R. No. 338(E) on 23rd March, 2016.
(iii) Plastic Waste Management Rules, 2016 vide G.S.R. No. 320(E) on 18thMarch, 2016.
(iv) Bio-medical Waste Management Rules, 2016 vide G.S.R. No. 343(E) on 28th March, 2016.
(v) Construction and Demolition Waste Management Rules, 2016 vide G.S.R. No. 317 (E) on 29th March, 2016 and
(vi) Solid Waste Management Rules, 2016 vide G.S.R. No.1357 (E) on 8thApril, 2016.
