(a) & (b) Irrigation being a State subject, all minor
irrigation projects including shallow tubewell projects are
planned, formulated, executed and funded by the State
Governments as per their priorities. However, the Million
Shallow Tubewell Programme was approved by Planning
Commission in March 2001 for the State of Bihar and is being
implemented by them since March 2002. It covers all 38
districts of the State.
