Question : Sports Quota

(a) whether the Government has made any provision for reservation of meritorious sports persons in various posts in Government Departments and if so, the details thereof;

(b) whether the Government has issued any guideline for recruitments under the
said quota by the authorities concerned and also proposed to increase the quota and if so, the details thereof;

(c) the number of sportspersons recruited during the last three years in various Government departments;

(d) whether adequate opportunities are not made available to various sports disciplines/sportspersons in the recruitment for Government jobs and if so, the details thereof; and

(e) the steps being taken to give due emphasis in recruiting sportspersons of all the sports disciplines while filling up of the Government jobs?

STATEMENT REFERRED TO IN THE REPLY TO PARTS (A) TO (E) OF THE LOK SABHA STARRED QUESTION NO 150 FOR ANSWER ON 27.07.2016 RAISED BY SHRI SANGANNA AMARAPPA, MP AND SHRI D.K. SURESH, MP REGARDING ‘SPORTS QUOTA’

(a): Yes, Madam. As per extant instructions Ministries and Departments can recruit meritorious sportspersons to Group ‘C’ posts under the Government of India up to 5% of the vacancies in any year subject to the condition that these including all other reservations do not exceed 50% of the total number of vacancies proposed to be filled up by direct recruitment.

(b): Consolidated instructions on incentives for sportspersons including recruitment under sports quota have been issued vide DoPT OM No 14034/01/2013-Estt.(D) dated 3rd October 2013. At present no proposal to increase the quota is under consideration of the Government.

(c): Department of Personnel and Training (DOPT) lays down the policy for recruitment of meritorious sportspersons which is implemented by the administrative Ministries/Departments. The details regarding number of sportspersons recruited by various Ministries/Departments are not centrally maintained.

(d) & (e): As per extant instructions 43 sports disciplines have been identified for appointment of meritorious sportspersons. These instructions inter alia provide relaxation in upper age limit upto a maximum of 5 years (10 years in case of those belonging to Scheduled Castes and Scheduled Tribes) for the recruitment of meritorious sportspersons to Group ‘C’ posts. Government servants with medal winning performance in specified sports events are also eligible for out of turn promotion.
