Question : ‘Make in India’ Programme

(a) the details of the new jobs created and people employed since the start of ‘Make in India’ initiative in September, 2014, Year/State/Sector-wise;

(b) whether the Government is planning to revamp the ‘Make in India’ initiative to increase job creation in the country, if so, the details thereof including the labour intensive sectors which will be made the focus of such a revamped initiative; and

(c) the manner in which the Government will ensure that labour laws are strengthened in order to prevent exploitation of workers in the name of ‘Ease of Doing Business’ in the country?

(a): No such data is maintained centrally. However, Government has taken several steps to enhance manufacturing competitiveness in the country since 2014 which, inter-alia, includes providing quality infrastructure, reducing logistics cost, skill development and adoption of technology. Programmes such as Make in India, Skill India and Start Up India have, therefore, been undertaken.

Labour Bureau in the Ministry of Labour & Employment conducts Quarterly Employment Survey (QES) with the objective to measure relative change in employment situation over successive quarters in sizeable segment of Non-farm Industrial economy covering 8 major sectors having 10 or more workers. The results of the Vth Round of the QES, shows an increase of 2.03 percent during the period from 1st April 2016 to 1st April 2017.

(b): ‘Make in India’ initiative launched in 2014 along with action plans prepared for 25 sectors has been reviewed and is now focused on 27 sectors. Department of Industrial Policy and Promotion coordinates action plans for 15 manufacturing sectors while Department of Commerce coordinates 12 service sectors. The new revised list of 27 sectors is placed at Annexure.

(C): Ease of Doing Business (EoDB) is an initiative by the Government to create a conducive environment for doing business in India. Steps taken to improve EoDB, inter alia, include simplification and rationalization of various rules, introduction of information technology and setting up of an Investor Facilitation Cell etc, which do not involve exploitation of workers.
