Question : Urban Areas under AMRUT

Will the Minister of URBAN DEVELOPMENT be pleased to state:

a) whether a number of urban areas are facing severe water crisis and have not been included under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and if so, the details thereof along with the reasons therefore;
b) the steps taken/being taken to either include them under AMRUT or provide them with special assistance;
c) the methods adopted to improve rain conservation/harvesting techniques in urban areas and the status of development/assets created under the AMRUT, city-wise;
d) whether there is little funding for “Scheme of Assistance for Mechanical Cleaning of Sewer and Septic Tanks” and if so, the details thereof and the reasons therefore, and
e) whether the Government proposes to support it though AMRUT scheme and if not, the reasons therefore?

(a) & (b): Urban development is a State subject. The Central Government supports the efforts of States through various Schemes and Programmes. The Ministry has launched the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) to strengthen urban infrastructure in the 500 Mission cities. The Mission Guidelines provide for criteria for selection of cities for

(b) coverage and the cities have been selected accordingly. There is no proposal under consideration to expand the scope of AMRUT to include more cities. Further, the government has accepted the recommendations of 14th Finance Commission to provide Rs. 87,519 crore as central devolution to ULBs for providing basic services over a period of 5 years as per its guidelines, issued by Ministry of Finance.
(c) The Ministry of Urban Development has incorporated provisions of rain-water harvesting in its Model Building Bye-Laws, 2016 and circulated them to all States and Union Territories for adoption. The AMRUT was launched in June 2015. State Annual Action Plans (SAAPs) for 2015-16 & 2016-17 have been approved for all States & UT with total projects costs worth Rs. 45955.93 crore. The implementation is done by States & ULBs.
(d)-(e): Mechanical and biological cleaning of sewers and septic tanks is an admissible component under AMRUT. The selection of projects and prioritization of sectors is the prerogative of State and UT governments and is done as per State/ UT specific requirements.
