Question : Infrastructural Development under AYUSH


Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY(AYUSH) be pleased to state:

(a) whether the Government proposes to increase fund allocation for infrastructural development under AYUSH Mission in the country including Madhya Pradesh, if so the details thereof, State/UT-wise;

(b) whether the Government proposes to provide any special grant/aid for setting up of new Government colleges for AYUSH system of medicine in the country including Madhya Pradesh, if so, the details thereof, State/UT-wise;

(c) whether the Government is likely to make provision for budgetary allocation to develop Pandit. Khushilal Sharma, Government College for Ayurveda at Bhopal, Madhya Pradesh as a centre for excellence and if so, the details thereof;

(d) whether the Government proposes to make special budgetary provision for non-communicable diseases in Madhya Pradesh, if so, the details thereof; and

(e) whether the Government proposes to formulate a special action plan for development of AYUSH system of medicine and if so, the details thereof, State/UT-wise including Madhya Pradesh?

(a): The Central Government has launched Centrally Sponsored Scheme of National AYUSH Mission (NAM) implementing through States/UTs including Madhya Pradesh. Under NAM financial assistance has been provided to the State/UT Governments including Madhya Pradesh for overall development of AYUSH system which also includes Infrastructural Development. The allocation funds under NAM is based on the proposals reflected in the State Annual Action Plans (SAAPs) and resource-pool communicated to States/UTs as per the NAM guidelines.

(b): As per the guideline there is a provision for setting up of new Government AYUSH Educational Institution in the States/UTs where it is not available in Government Sector. Accordingly, the States/UTs may avail financial assistance for setting up of AYUSH Educational Institution by submitting suitable proposal through State Annual Action Plans (SAAPs) as per the provision of NAM guideline. The State/UT-wise details which has been supported for setting up of New AYUSH Educational Institution is furnished at Annexure.

(c): Under NAM there is a provision of Financial Assistance to the States/UTs including Madhya Pradesh for Infrastructural Development of AYUSH Post-Graduate Institutions. Accordingly, as per the proposal received from State Govt. of Madhya Pradesh an amount of Rs.283.94 lakhs has been approved for Infrastructural Development of Pandit. Khushilal Sharma, Government College for Ayurveda at Bhopal.

(d): AYUSH Health and Wellness Centre is one of the important activity being implemented under NAM through State/UT Governments and main objective of these Health & Wellness Centre is management of non-communicable diseases. As per the proposals received from the State Government of Madhya Pradesh total 362 Ayurveda Dispensaries has been approved to be upgraded as AYUSH Health Wellness Centres.

(e): Ministry is implementing Centrally Sponsored Scheme (CSS) of National AYUSH Mission (NAM) through State/UT Governments including Madhya Pradesh for development & promotion of AYUSH system in the Country. The Mission inter-alia makes provision for following activities:

(i) Co-location of AYUSH facilities at Primary Health Centers (PHCs), Community Health Centers (CHCs) and District Hospitals (DHs).

(ii) Up gradation of exclusive State Government AYUSH Hospitals and Dispensaries.

(iii) Setting up of up to 50 bedded integrated AYUSH Hospital.

(iv) Upgradation of State Government Educational Institutions.

(v) Setting up of new State Government AYUSH Educational Institutions in the State where it is not available.

(vi) Strengthening of State Government/ Public Sector Undertaking (PSU) Ayurveda, Siddha, Unani and Homoeopathy (ASU&H) Pharmacies and Drug Testing Laboratories (DTL).

(vii) Cultivation and Promotion of Medicinal Plants.

(viii) Upgradation of 12,500 Health facilities (10,000 AYUSH Dispensaries and 2500 Health sub-centers) into AYUSH Health and Wellness Centre under the Ayushman Bharat.
