Question : Compensation to Displaced Persons

(a) whether the compensation for the lands taken from the tribals for South Eastern Coalfields Limited (SECL), Chhattisgarh, Central Coalfields Limited(CCL), Jharkhand and Mahanadi Coal Fields Limited(MCL), Odisha has been paid;

(b) whether the displaced persons in Chhattisgarh have been rehabilitated in places equipped with all facilities after the land acquisition;

(c) if so, the number of the persons benefitted and facilities provided for their rehabilitation;

(d) whether public hearing was conducted before the land acquisition and if so, the time and place where they were conducted and by whom;

(e) the area of land acquired in Kusmunda mine in Korba district in Chhattisgarh and the yearly production in this mine from 2009 to 2017; and

(f) the number of cases of coal theft that came to light and the action taken thereon till date?

(a): Yes Madam, as per information received, compensation for the land taken from the tribals for SECL, Chhattisgarh, CCL, Jharkhand and MCL, Odisha has been paid. Possession of land does not start unless entire process of payment of compensation, Rehabilitation & Resettlement (R&R) and employment of land owners is complete as per the statutes in force. Suitable R&R scheme, as approved in the District Rehabilitation and Resettlement Committee (DRRC) is implemented and employment is provided based on the norms laid down by the company in its R&R Policy in force.
(b & c): 2150 persons have been so far been rehabilitated at different R&R sites of SECL in the State of Chhattisgarh and basic facilities such as primary school, hand pump, pond, internal Water Bound Macadam (WBM) roads with black topping, Deosthan, open stage, wells, deep bore wells, electricity, children park, pucca drains, plantations, Panchayat Bhawan etc. have been provided for their rehabilitation.
(d): Most of the land has been acquired by CIL subsidiaries under the CBA Act, 1957 and there was no provision for public hearing in the said unamended Act.
(e): The area of land acquired in Kusmunda mine in Korba district in Chhattisgarh was 2382.764 hectare. The year wise production is as below:-

(f): The coal companies are working in close coordination with the State/Local
Administration to prevent theft/pilferage of coal. Further, whenever any incident of theft/pilferage of coal comes to the notice of the coal companies, First information Reports(FIRs) are lodged. The number of FIRs lodged subsidiary-wise since 2013-14 is given below:-
