Question : Foreign Aid

(a) the details of the allocation of foreign aid received from April, 2021 till date, including the dates and destinations of such allocations;

(b) whether any foreign aid consignments are pending for allocation and if so, the details of the same including reasons for delay in allocation;

(c) the details of every foreign aid consignment received as COVID-19 relief from April, 2021 till date including the date of receipt, the quantum and nature of each consignment and the respective donor country; and

(d) the details of the procedure/formula followed to determine the allocation of these received resources, including the resource type and quantities to be distributed?

STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (D) OF LOK SABHA STARRED QUESTION NO. *131 REGARDING “FOREIGN AID” TO BE ANSWERED ON 28.07.2021

(a), (b) & (d) A dedicated Inter-Ministerial Coordination Cell in Ministry of Health and Family Welfare was set for coordination, allocation and distribution of foreign COVID relief material. The allocations were done keeping in view the need and urgency in tackling the Covid second wave crisis. As on date, the Inter-Ministerial Covid Cell has completed allocation of foreign consignments.

(c) In the fight against Covid pandemic during the second wave, materials from 52 countries have been received so far. These included various items from foreign governments, private companies, Indian associations abroad etc. The details available with Ministry of External Affairs of foreign consignments received from various countries from April 2021 till date is placed at APPENDIX 1.
