THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR SKILL DEVELOPMENT, ENTERPRENEURSHIP, YOUTH AFFAIRS AND SPORTS (SHRI SARBANANDA SONOWAL)
(a) to (d): Madam, the Government is paying attention for promotion and development of other sports only as the Board of Control for Cricket in India (BCCI) is not recognized by the Ministry of Youth Affairs & Sports as National Sports Federation (NSF) and as such the Ministry does not provide any financial assistance to BCCI.
The Ministry provides financial support to the recognized NSFs under its Scheme ‘Scheme of Assistance to National Sports Federations’. Under the Scheme, the Government supplements the efforts of the NSFs by providing financial assistance to the NSFs for procurement of equipment and consumables, holding national/ international sports events in India, participation of sportspersons/teams in international sports events abroad and training/coaching of national level sportspersons/teams through Indian and foreign coaches as per the agreed Long Term Development Plans (LTDPs) with the NSFs. Further, Sports Authority of India (SAI), an autonomous body under the Ministry of Youth Affairs & Sports entrusted with talent identification and nurturing of identified children, young identifies children in various sports disciplines in the following age groups for nurturing and providing scientific training for achieving excellence in sports:

As regards creation of sports infrastructure, since, sports is a State subject, it is the responsibility of States to develop sports infrastructure including modern sports infrastructure. However, the Ministry supplements the efforts of the States under the Rajiv Gandhi Khel Abhiyan (RGKA) launched in Fedruary, 2014 in place of erstwhile Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) and Urban Sports Infrastructure Scheme (USIS). Under RGKA Scheme, integrated sports complexes will be constructed in every rural block panchayat of the country. Each Sports complex will cost Rs. 1.75 crore and have 11 outdoor and 5 indoor games will flexibility to choose 3 local games within the limit of 16 games. The Outdoor disciplines are Athletics, Archery, Badminton, Basketball, Football, Handball, Hockey, Kabaddi, Kho-Kho, Tennis and Volley ball. The Indoor disciplines are Boxing, Wrestling, Table Tennis, Weightlifting and also provisions of a Multi-gym.
Under USIS, the Ministry provides assistance to the States for laying of synthetic hockey field/athletic track and for construction of multipurpose halls. Under the Scheme, State Governments, local civic bodies, schools universities and sports control boards are eligible for assistance.
As per the information given on the website of the Indian Olympic Association, the following sports disciplines Archery, Athletics, Basketball, Badminton, Billiards & Snooker, Bowling, Boxing, Cycling, Equestrian, Fencing, Gymnastics, Golf, Handball, Hockey, Ice-hockey, Ice-skating, Judo, Kabaddi, Kayaking & Canoeing, Kho-Kho, Luge, Modern Pentathlon, Netball, Rowing, Rugby, Shooting, Squash, Swimming, Table-Tennis, Taekwondo, Tennis, Triathlon, Volleyball, Weightlifting, Winter Games, Wrestling, Wushu, Yachting, are recognized by the Indian Olympic Association in the country.
The Ministry provides incentives in the form of Special Cash Awards to medal winners in international sports events and Pension to meritorious sportspersons. Under the scheme ‘Scheme of Special Awards to medal winnersin international sports events andtheircoaches’,cash Awards to the medal-winners in international sports events such as Olympic Games, Asian Games, Commonwealth Games, World Championships, Asian Championships and Commonwealth Championships (both for men and women) are given as under in terms of the provisions of the Scheme:

Under the “Scheme of Pension to Meritorious Sportspersons”under which medal winners in Olympic Games, Commonwealth Games, Asian Games and World Cups/World Championships (in Olympic and Asian Games disciplines) and Para-Olympic Games, after they attain the age of 30 years or retire from active sports, whichever is later, are eligible for monthly pension at following rates:

(e) Central Government provides reservation for meritorious sportspersons in Group ‘C’ and erstwhile Group ‘D’ posts upto 5% of direct recruit vacancies in Central Government offices.
(f) This Ministry is formulating a scheme namely National Sports Talent Search Scheme (NSTSS) under which it is proposed to put in place a robust system for identification and further nurture young sports talent in the country.
