Question : Monitoring Mechanism

(a) whether the Government has evolved any monitoring mechanism regarding timely disposal of development works carried out with MPLAD funds;

(b) if so, the details thereof and whether the negligence of administrative officers has surfaced in this regard;

(c) if so, whether any case has come to the notice of the Government regarding delay or alleged corruption in the development works carried out in the Hapur district of the State of Uttar Pradesh with MPLAD Funds due to the negligence of the officers;

(d) if so, the details thereof; and

(e) the action taken by the Government in this regard?

(a) and (b) The Guidelines on MPLAD Scheme provide for a detailed monitoring frame work for timely disposal of development works. Chapter 6 of these guidelines is specifically dedicated to the monitoring aspect of the scheme. These guidelines are available in public domain at www.mplads.gov.in.

The Ministry of Statistics & Programme Implementation holds annual review meeting in addition to regular correspondence with State Government to emphasize timely completion of works, utilization of funds and timely submission of requisite documents. Wherever delay, violation of Guidelines etc. in implementation of works is noted, the State Government / District Authority are advised to take appropriate action.
