Question : Parking on Road

(a) whether the Government is aware that large number of roads has been turned into parking lots in New Delhi area including Chelmsford road and if so, the details thereof;

(b) whether the Government has undertaken any study on the problems and impact on the drivers due to such encroachment, if so, the details and outcome of the study;

(c) whether the Government is also aware that some roads in the NCT of Delhi including DIZ areas have been fully captured/forcibly occupied by defence forces and others and converted into vehicular parking lots thereby making it dangerous for normal vehicular movement;

(d) if so, the action taken to restore these roads as normal driving roads and remove all the unauthorised occupation and conversion of roads/roadsides as parking lots; and

(e) the steps taken by the Government to stop such cases in future?

against improper/ obstructive/ unauthorized parking of motor vehicles. Cranes are effectively utilized to tow away such vehicles which are found
hampering the smooth movement of traffic. Special drives are also launched on regular intervals to check and control improper/obstructive/unauthorized parking of vehicles. Details of the prosecution figures for obstructive/improper parking of motor vehicles during the last three years and the current year (up to 15.11.2016) are as under: -

With reference to Chemsford Road, Delhi Police has reported that 7675 challans have been issued; 682 vehicles have been towed away; and 124 notices have been pasted against obstructive/ improper parking of motor vehicles on Chelmsford Road during the year 2016 (up to 15/11/2016).

Necessary instructions are reportedly issued by the South and North Delhi Municipal Corporations to their Zonal Authorities from time to time to take action against the illegal parking in the areas falling under their respective jurisdiction. East Delhi Municipal Corporation have informed that they have not authorized any parking on roads in area under their jurisdiction.

All the three Municipal Corporations of Delhi and New Delhi Municipal Council have informed that as per available record, no study on the problems and impact on the drivers due to encroachment have been carried out by them. However, New Delhi Municipal Council has issued a ''Request for Proposal'' (RFP) for selection of concessionaire for Design, Development, Implementation, Operation and Maintenance of Smart Parking Solution for on-street, off-street and indoor Parking Spaces in NDMC area on Public-Private-Partnership (PPP) model on 09th November, 2016.

Ministry of Defence has informed that Defence Forces have not forcibly occupied any road in DIZ Area and converted into vehicular parking lot.
