Question : RECOMMENDATIONS OF WORKING GROUP OF INFORMATION TECHNOLOGY



(a) whether the recommendations of working group of the Information Technology have been accepted by the Department of Personnel and Training;

(b) if so, the details of the recommendations made by the working group; and

(c) the datails of the recommendations have not been accepted by the DOPT out of them, alongwith the reasons therefor?

(a),(b) and (c) : The Government had set up an Expert Group for Computerisation in December 1996. The Group submitted its report in July 1997. The major recommendations of the Group relate to formulation of a five-year plan for Information Technology by Ministries, spreading IT awareness through workshops, conferences etc, increasing availability of computers, changing recruitment qualifications, training in computers, issuing guidelines and laying down standards for computerisation, cyber laws, delivery of government services, networking of computers, setting up a High Powered Committee, under the chairmanship of the Cabinet Secretary etc. The recommendations of the Group were deliberated upon in various fora and most of them have been taken up for implementation.

In addition, an Executive Committee of the above mentioned High Powered Committee under the chairmanship of the Additional Secretary, Department of Administraive Reforms and PG has been constituted to follow up on the decisions of the High Powered Committee. Under the direction/guidance of these committees, interalia, action has been taken to designate a Joint Secretary level Officer as IT Manager in every Ministry/Department. A minimum Agenda for e-governance has been drawn up and is under implementation. 2-3% of the Plan Budget of every Ministry/Department has been earmarked for promotion of IT, including purchase of hardware/software.
