Question : Abuse of Drugs by Students

(a) whether the Government is aware that the use of drugs among the students is on the rise in the NCT of Delhi and if so, the details thereof and the number of such cases reported during the last twelve months in the National Capital Territory of Delhi;

(b) whether there are reports regarding sale, purchase and easy availability of drugs, narcotic and psychotropic substances near the schools and educational institutions and operation of drug mafia in the NCT of Delhi;

(c) if so, the details thereof and the corrective action taken by the Government and the Social Justice Department in this regard; and

(d) the other measures taken by the Government to stop availability of such substances near schools and educational institutions in the NCT of Delhi?

(a) to (c): The Government is concerned about the use of drugs by students in the NCT of Delhi as well as in other parts of the country. However, no specific reports have been received by the Government regarding rise in the use of drugs by students in the NCT of Delhi or the

easy availability of drugs, narcotics and psychotropic substances near schools and educational institutions. While the Ministry of Social Justice and Empowerment is actively engaged in drug-de-addiction and rehabilitation of addicts for drug demand reduction; on the enforcement side, the total number of cases filed and number of persons arrested by various agencies in the NCT of Delhi is as under:

(d): Measures to stop availability of drugs include awareness programmes in schools and colleges, .effective surveillance over the activities of criminals involved in drug trafficking, integrated police checking, consisting of Local Police, PCR and Traffic Police of such people and taking stringent legal action under appropriate sections of law against persons involved in drug trafficking. Besides, the National Policy on Narcotic Drugs and Psychotropic Substances provides strict guidelines to prevent sale of drugs to school children.
