(a)to(c): Under employment oriented urban poverty alleviation Scheme of Swarna Jayanti Shahari Rozgar Yojana (SJSRY), which is being implemented by the Ministry of Urban Employment & Poverty Alleviation on all India basis through States/UTs Governments, Central funds are released to the States/UTs for the implementation of Scheme. The scheme of SJSRY strives to provide self-employment to the urban poor living below the poverty line by setting up of micro-enterprises and also through provision of wage-employment by utilizing the labour of urban poor in construction of useful public assets. Under SJSRY, at the beginning of the financial year, the Central funds are tentatively allocated to the States/UTs in proportion to the incidence of urban poverty in the States/UTs and thereafter these funds are released to the States/UTs, in installments, on the basis of receipt of Utilization Certificates for the past Central releases and also the contribution of matching State shares for the past releases. Additional funds, over and above the tentative allocations, are also released to the States/UTs on their request keeping in view the physical and financial progress of the Scheme in the State/UT and also the availability of funds. Under SJSRY, proposals for urban employment, as such, are not received from the States/UTs and only demand for additional funds, if required are received.
