(a) whether the Central Vigilance Commission has planned to make it
mandatory for Public Service Departments to stipulate a deadline for
delivery of services;
(b) if so, the details thereof and the manner in which it will be
implemented; and
(c) the action proposed to be taken against the defaulting officers who
fail to adhere to the stipulated time schedules?

(a) to (c): The Central Vigilance Commission has issued guidelines to all
Government Departments/Organizations/Agencies for improving vigilance
administration by leveraging technology. These guidelines, however, do
not make it mandatory for public service departments to stipulate a deadline
for delivery of services. The Commission`s guidelines are aimed at ensuring
that government organizations, which have interface with the general public
provide complete information on their websites regarding the laws, rules and
procedures governing the issue of licenses, permissions, clearances etc.The
Commissions has further advised the Heads of Departments to adopt a
proactive approach to ensure regular updating of the information on their
websites.
