Question : Quality of Education in Madrasas

(a) whether it is true that Union Government has decided to implement a new Scheme for
Providing/imparting Quality Education in Madrasas (SPQEM) across the country;
(b) if so, the details thereof along with the method of its implementation;
(c) the total number of Madrasas have been selected under this scheme, State/UT-wise; and
(d) the time by which the scheme is likely to be implemented?

(a) to (d) The present Scheme for Providing Quality Education in Madrasa (SPQEM) has been
extended till March 2020 with modified guidelines.
Under the revised SPQEM scheme, the proposals for funding of Madarsas/Maktabs
submitted by the States are to be considered by Project Approval Board in the Department of
School Education & Literacy. The focus of funding is on quality related interventions such as inservice
training of teachers, remedial teaching, enhancement of learning outcomes etc. Also,
there is provision of support for honorarium for teachers for teaching modern subjects and
strengthening of Madrasa Boards.
In order to ensure transparency and quality of education, financial assistance to the
Maktabs/ Madrasas is based on the following:-
(a) Madrasas must obtain recognition as schools from the State Government.
(b) Madrasas should be affiliated to any recognized School Education Board i.e. State
Board of School Education, CBSE etc.
(c) Madrasas must have UDISE code and provide GIS Mapping details.
