Will the Minister of URBAN DEVELOPMENT be pleased to state:
(a) The details of guidelines/instructions for surrendering the Government accommodation on account of one’s shifting to higher type of accommodation or retirement from service;
(b) Whether the Government proposes to simplify the existing procedure for surrendering the Government accommodation; and
(c) If so, the details thereof?

(a) : Surrender of Government Accommodation is governed by provisions of SR-317-B-14 which are at Annexure. However, if an officer is in occupation of a lower type residence than his entitlement and he is allotted a residence of type to which he is entitled, then he is not required to submit such notice. On retirement, accommodations are cancelled as per rules.
(b) & (c): Review/Revision of rules/guidelines for the purpose of simplification of different procedural aspects is an ongoing process and is undertaken by the Government from time to time.

SURRENDER OF AN ALLOTMENT AND PERIOD OF NOTICE
S.R. 317-B-14
(1) An officer may at any time surrender an allotment by giving intimation so as to reach the Directorate of Estates at least Ten days before the date of vacation of the residence. The allotment of the residence shall be deemed to have been cancelled with effect from the Eleventh day after the day on which the letter is received by the Directorate of Estates or the date specified in the letter whichever is later. If he fails to give due notice he shall be responsible for payment of licence fee for ten days or the number of days by which the notice given by him falls short of ten days, provided that the Director of Estates may accept a notice for a short period.
(2) An officer who surrenders the residence under sub-rule(1) shall not be considered again for allotment of Government Accommodation at the same station for a period of one year from the date of such surrender.
