(a) whether various schemes of the Government including the National Food Security Mission, the Macro Management of Agriculture, Integrated Scheme of Oilseeds, Pulses, Oil Palm and Maize and the Rashtriya Krishi Vikas Yojana have helped the country attain self- sufficiency in Agriculture;

(b) if so, the achievements of the said schemes;

(c) the details of the crops in which the country has attained self- sufficiency; and

(d) the total funds allocated to the above schemes during each of the last three years and the current year, scheme-wise?

(a) to (c): Due to substantial allocation under various Schemes of the Government including the National Food Security Mission (NFSM), the Macro Management of Agriculture (MMA), Integrated Scheme of Oilseeds, Pulses, Oil Palm and Maize (ISOPOM), Rashtriya Krishi Vikas Yojana (RKVY) and encouraging response by the farmers to various initiatives of the Government, there has been substantial increase in agricultural production. The foodgrain production which was stuck in the band of approximately 190 million tonnes to 213 million tonnes during the last decade, increased substantially now. The country could achieve a record level of foodgrain production of 230.78 million tonnes in 2007-08. The production of rice, wheat, coarse cereals, maize, pulses, oilseeds and cotton during 2007-08 is estimated to be an all-time record. This positive trend continued during the last year. As per the 4th Advanced Estimates, foodgrain production during 2008-09 is likely to be 233.88 million tonnes.

NFSM is being implemented from Rabi 2007-08 in 312 districts identified in 17 states. An additional production of 20 million tonnes of foodgrains comprising 10 million tonnes of rice, 8 million tonnes of wheat and 2 million tonnes of pulses has been targetted to be achieved by the end of XI Plan(2011-12). From 2006-07 to 2008-09, the production of rice, wheat and pulses increased by 5.8, 4.77 and 0.46 million tonnes. During 2007-08, an amount of Rs.398.73 was released. The release during 2008-09 was substantially increased to Rs.883.29 crore.

MMA aims at all round development in agriculture through Work Plans prepared by states. From 2006-07 to 2008-09, under the MMA, an amount of Rs.2801.58 crore has been released.

Under ISOPOM, during 2007-08, production of oilseeds, pulses and maize was 297.55, 147.61 and 193.10 lakh tonnes respectively. During 2008-09, as per the 4th Advance Estimates, the production of oilseeds, pulses and maize was 281.57, 146.62 and 192.87 lakh tonnes respectively. The area covered under oil palm was 21329 hectares and 26616 hectares during 2007-08 and 2008-09 respectively. From 2006-07 to 2008-09, an amount of Rs.1045.76 crore has been released.

Under RKVY, the funds are released to the State Government on the basis of the projects approved by the State Government. The releases under RKVY have increased from Rs.1246.89 crore during 2007-08 to Rs.2886.80 crore during 2008-09.

(d): The total funds allocated under the National Food Security Mission (NFSM), Macro Management of Agriculture (MMA), Integrated Scheme of Oilseeds, Pulses, Oil Palm and Maize (ISOPOM) and the Rashtriya Krishi Vikas Yojana (RKVY) during the last three years and the current year are as under:
