Question : NATIONAL COMMISSION FOR YOUTH



(a) whether the National Commission for Youth was initially set-up for six months;

(b) if so, the reasons which prompted the Government to grant extension;

(c) the composition of the Commission and its functions;

(d) whether the Commission has submitted any interim report; and

(e) if not, the reasons therefor?

THE MINISTER OF STATE IN THE MINISTRY OF YOUTH AFFAIRS AND SPORTS (SHRI VIJAY GOEL)

(a) Yes, Sir.

(b) The reasons for extending the tenure of the Commission for one more year were as under:-


(i) The Commission was set up vide Resolution dated 15.3.02. However, it could start functioning only w.e.f. July 2002 on account of logistics constraints, such as, accommodation and appointment of a nucleus of staff.

(ii) A full time Member-Secretary joined the Commission on the 27th June, 2002 only.

(iii) Except for one, who was Delhi- based, all members (four) had been working from outside Delhi, initially.

(iv) The work of the Commission involves collection and compilation of voluminous information/data, consultation and study, meetings with various Ministries/Departments of the Government of India, State Governments, Youth Organizations and NGOs. More time was needed to complete the above tasks.



(c) A copy each of the composition and terms of reference of the Commission is attached as Annexure-I and Annexure-II respectively.

(d)&(e) No, Sir. The Commission is presently not considering submission of any interim report.

ANNEXURE REFFERED TO IN REPLY TO PART (c) OF LOK SABHA UNSTARRED QUESTION NO. 3601 TO BE ANSWERED ON 19.08.2003 REGARDING NATIONAL COMMISSION FOR YOUTH ASKED BY DR. MANDA JAGANNATH AND SHRI SADASHIVRAO DADOBA MANDLIK

TERMS OF REFERENCE OF THE NATIONAL COMMISSION FOR YOUTH


(i) To construct and recommend an action oriented strategy and approach for the development of youth and suggest new policy measures and programmes, which are multi-dimensional and cross-cutting, after an in-depth analysis of the problems faced by them, with particular reference to the problem of youth employment suggesting measures to identify, encourage and build up the capacity of talented youth in the North-Eastern region.

(ii) To review existing youth related schemes and programmes implemented by the Ministry of Youth Affairs & Sports as well as by other Ministries/Departments of the Government of India with particular reference to their potential for employment generation and to recommend measures to make them more effective and increase their outreach and coverage in line with Government thinking to cover the entire Youth population with one or the other Youth Programmes such as NCC, TA, NSS.

(iii) To conceptualise a frame-work for coordination of youth related activities of State Government, Ministries/Departments of Government of India, NGOs and the private sector and to recommend measures for convergence.

(iv) To look into the recommendations of the Working Group on Adolescents set up by the Planning Commission and suggest specific intervention strategies for catering to needs of this group.

(v) To suggest measures for the implementation of the Plan of Action of the new National Youth Policy.

(vi) While framing its recommendations, the Commission shall be guided by a realistic assessment of the resources that can be made available by the Government.
