(a) whether the Government propose to evolve new guidelines and norms for
financial help to States in regard to natural calamities like drought and floods;
(b) if so, the details thereof;
(c) whether the 11th Finance Commission has given any recommendation in this
regard; and
(d) if so, the details thereof?

(a)to(d) The Eleventh Finance Commission(EFC) has inter-alia recommended
constitution of a Committee of Experts to review the list of items approved for incurring
expenditure from the Calamity Relief Fund(CRF), creation of a National Calamity
Contingency Fund(NCCF) to provide financial assistance to the States over and above
what is available in the CRF or other Plan/Non-Plan sources, establishment of a
National Centre for Calamity Management(NCCM) to monitor all types of natural
calamities. The recommendations have been accepted by the Government.
