Question : New Centrally Funded Technical Institutes

(a) whether the new Indian Institutes of Technology (IITs)/National Institutes of Technology (NITs), Indian Institutes of Management (IIMs), the Centrally Funded Technical Institutes are facing acute shortage of faculty and infrastructure and if so, the details thereof;
(b) the sanctioned strength and actual faculty in position in these institutions;
(c) the construction progress of new campuses and other infrastructures in these institutions;
(d) the steps taken by the Government to recruit the faculty in these institutions and expedite construction of new campuses and other infrastructure; and
(e) whether the Government is implementing the recommendations of the National Knowledge Commission and the Yashpal Committee in letter and spirit and if so, the details thereof?

STATEMENT REFERRED TO IN REPLY TO PART (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 123 FOR 29.07.2015 REGARDING “New Centrally Funded Technical Institutes” ASKED BY SHRI M. MURALI MOHAN and DR. ANBUMANI RAMADOSS:


(a) to (c): No Madam. There are vacancies in faculty position but considering the student faculty ratio, the shortage of faculty is not acute. The details of sanctioned strength and actual faculty in position for the new Indian Institutes of Technology (IITs), National Institutes of Technology (NITs) and Indian Institutes of Management (IIMs) may be seen at Annexure – I.
The construction progress of new campuses and other infrastructures in these institutions may be seen at Annexure – II. This ministry has been regularly monitoring the progress of infrastructure activities in the New Centrally Funded Technical Institutions.
(d): The recruitment of faculty is a continuous process and the vacancies keep arising due to retirement, resignation and additional requirements on account of enhanced students’ strength. The entire process of recruitment of faculty is conducted by the institutes themselves without any interference of the Ministry of HRD. The Institutions are engaging contract, adjunct and visiting faculty as well as using the online mode of teaching to overcome these shortages. To make the teaching profession more attractive, the faculty is encouraged to undertake consultancy and are given start-up financial support. Recently, the Government has decided to allow the faculty, working under the Central Government or Central Autonomous Bodies, to join the newly set-up Central Educational Institutes on a long term deputation basis.
(e) The National Knowledge commission NKC which was constituted on 13th June 2005 submitted its recommendations on certain focus areas. It had recommended creation of addition infrastructure in terms of human resource development ; setting up of higher education Institutions like new IITs , IIMs, NITs, IIITs, IISERs, SPA and central Universities, etc.
Professor Yashpal committee was constituted to Advise on Renovation and Rejuvenation of Higher Education. It submitted its report in June 2009 wherein it was recommended that institutions of excellence like IITs, and IIMs should be encouraged to diversify and expend their scope.
Both recommendations are being followed as many new institutions (IITs, IIMs, NITs, IIITs, IISERs, and SPA) have already been setup during the XIth and XIIth Plan period and more institutions are in the process of being setup.
